The Haryana Government launched the Haryana Saksham Yuva Unemployment Allowance Scheme on 1 November 2016 to provide financial assistance to unemployed educated youth in the state.
This initiative was introduced to support young individuals who have completed their education but are still searching for employment opportunities.
The scheme is also known as the Educated Youth Allowance and Honorarium Scheme. It is implemented and managed by the Haryana Employment Department.
Initially the benefits of this scheme were limited only to Postgraduate candidates, but later the government expanded the eligibility to include several other educational qualifications.
Eligible educational qualifications now include.
• 10+2 Pass
• Bachelor of Science
• Engineering and equivalent science degrees
• Bachelor of Commerce BCom
• Bachelor of Arts Mathematics
• Bachelor of Arts General
Under this program the government provides a monthly unemployment allowance along with an optional honorarium for completing assigned work.

Financial Assistance Under Saksham Yuva Scheme
The financial benefits depend on the educational qualification of the applicant.

Important note.
• The honorarium benefit is available for a maximum period of 3 years or until the age of 35 years, whichever comes earlier.
Main Objectives of the Scheme
• To provide financial support to unemployed youth in Haryana.
• To encourage educated youth to register with the employment department.
• To offer temporary work opportunities through government departments and organizations.
• To improve employability and skill development among youth.
Eligibility Criteria
Applicants must fulfill the following conditions to apply for the scheme.
• The applicant must be a permanent resident of Haryana.
• The applicant must be currently unemployed.
• Annual family income should not exceed Rs 3 lakh.
• The candidate must be registered with the Employment Exchange of Haryana.
• The employment registration must be at least 3 years old.
• The applicant must have passed 10+2 from a recognized board.
• Graduation or Postgraduation must be completed from a recognized university approved by the Haryana Government.
Recognized education boards include.
• Board of School Education Haryana Bhiwani
• Central Board of Secondary Education CBSE
• Indian Certificate of Secondary Education ICSE
Important conditions.
• The school must be located in Haryana or Chandigarh.
• Candidates who passed 12th through Open School or Distance Mode are not eligible.
Age requirements

Other restrictions.
• Candidates dismissed from government service are not eligible.
Additional Eligibility Conditions
Applicants must also meet the following requirements.
• The applicant’s house should have a functional toilet facility.
• If electricity bills are pending, the amount may be adjusted from the allowance.
• If the family has any dues in a cooperative bank, the payment may be recovered from the allowance.
• The family must not have encroached upon government or Panchayat land.
• The family should not be a defaulter of house tax.

Application Process
Applications for the Saksham Yuva scheme are submitted through an online portal provided by the Haryana Government.
Steps to apply.
• First the applicant must complete the online registration.
• Select the educational qualification category such as 10+2, Graduation or Postgraduation.
• Fill in personal details including residence information, date of birth, Aadhaar number, employment registration number and mobile number.
• Enter the name of the employment exchange office and the next renewal date.
• Submit the registration form.
• An OTP will be sent to the registered mobile number and email for verification.
• After successful registration login using the employment registration number and password.
• Fill the complete application form and upload required documents.
• Carefully review the form before final submission.

• The concerned department will verify the details and documents.
• Eligible candidates will be notified through email or SMS.
